DWP Clarifies What Bank Accounts are Targeted in Crackdown on Benefit Fraud


Identity of the bank accounts targeted in the DWP crackdown on benefit fraud have recently been made clear. 

The Department for Work and Pensions (DWP) will examine bank accounts as part of the Data Protection and Digital Information Bill that is presently making its way through the Houses of Commons and Lords in order to determine the amount of money that individuals have and how they are using it. Concerns have been voiced regarding the potential extent of this practice, though.

Earlier this month, Mel Stride, Secretary of State for Work and Pensions was questioned by Tory MP Nigel Mills regarding how the powers will be used. According to a report by Wales Online, he was questioned about whether bank accounts of all State Pensioners would be examined.

The DWP has stated that there has been a "great deal of scaremongering" about the new measures, as various sections of the Bill have been questioned and rumours have been spread. It has been verified, meanwhile, that it will only be applied in situations where fraud or error is suspected.

The Mirror reports that the DWP boss stated: "There has been a great deal of scaremongering about what exactly these powers are about. I can make it categorically clear from the Dispatch Box that these powers are there to make sure that, in instances where there is a clear signal of fraud or error, my department is able to take action. In the absence of that, it will not."

Meanwhile, in a House of Lords debate held before Christmas, Lord Bassam of Brighton asked: "As Mel Stride and the DWP officials made clear when giving evidence to the Work and Pensions Select Committee recently, this is not about accessing individual bank accounts directly where fraud is suspected, it is about asking for bulk data from financial organisations. How will the Government be able to guarantee data security with bulk searches […] When were the Government planning to tell the citizens of this country that they were planning to take this new set of powers to look into their accounts? I warn the Minister that I do not think it will go down very well, when the Government fully explains this.”

Lord Bassam further informs that the banking sector was equally concerned about the proposals describing them as overly broad and likely to prejudice disadvantaged consumers. The measure's proportionality is another issue raised by the ICO.

In response for the government, Viscount Camrose said: "Tackling fraud and error in the DWP is a priority for the Government but parliamentary time is tight. In the time available, the DWP has prioritised our key third-party data-gathering measure which will help to tackle one of the largest causes of fraud and error in the welfare system.”

He adds that When parliamentary time permits, they are still committed to introducing all of the measures listed in the DWP's fraud plan. The breadth of the DWP's third-party data collection powers is limited to what is necessary to guarantee its future viability.

This is due to the nature of fraud, which has altered significantly in recent times and continues to do so. The DWP's existing authority is insufficient to combat the new forms of fraud that the assistance system is experiencing.

Viscount Camrose adds that to ensure that benefits like the state pension continue to have low fraud rates, they are including all benefits. Naturally, the DWP will want to concentrate their action on places where fraud or error is a serious problem. The DWP has outlined in its fraud plan how it intends to use the new powers, with fraud in universal credit being the first area of attention.

In what's considered one of the most significant parts of the world's first comprehensive artificial intelligence regulation, the European Union has gotten to a preliminary agreement that restricts the use of the ChatGPT model and many other deep learning technologies. 

Bloomberg has been able to obtain a document from the EU which outlines basic transparency requirements for developers of general-purpose AI systems, which are powerful models that can be used for a wide range of purposes unless they are made available free and open-source, which is certainly allowed. 

As a result of artificial intelligence becoming more widespread, it will have an enormous impact on almost every aspect of our lives. Commercial enterprises can benefit enormously from the use of digital technology, but there are also significant risks associated with it. 

Such warnings have even been made by Sam Altman, the developer of the ChatGPT language model, and he also promotes these warnings. A provisional agreement reached by the European Union (EU) has marked a significant milestone for establishing the world's first comprehensive artificial intelligence (AI) regulation. It limits the operation of cutting-edge AI models, such as ChatGPT, which is one of the most advanced artificial intelligence models available today. 

There are several transparency criteria, outlined in a Bloomberg report, directed at developers of general-purpose AI systems that are characterized by their versatility across different applications, as well as their ability to function effectively in a wide range of situations. 

A special note needs to be made concerning the fact that these requirements do not apply to free and open-source software models. Several stipulations must be implemented to comply with these demands, which include establishing an acceptable use policy, maintaining updated information on the model training methodology, submitting a detailed data summary used in the training, and establishing a policy to preserve copyright rights. 

To comply with the regulations, models that are determined to present a "systemic risk," which is determined based on the amount of computing power they use during training, are subjected to escalation. Experts highlight the GPT-4 model of OpenAI as the only model that automatically meets this criterion and is capable of exceeding the threshold of ten trillion or septillion operations per second. 

Several other models can be designated by the EU's executive arm based on factors such as the size of the dataset, EU business users, as well as the registration of end users. For highly capable models to be compliant with the AI Act, the European Commission must refine more cohesive and enduring controls while committing to a code of conduct. When models fail to sign the code, they must demonstrate compliance with the AI Act to the commission.

Notably, there is an exception for models posing systemic risks, which is not covered under the exemption for open-source models. This model entails a number of additional obligations, including the disclosure of energy consumption, adversarial testing either internally or externally, evaluating and mitigating systemic risk, reporting incidents, implementing cybersecurity controls, divulging information that is used for fine-tuning the model, and adhering to energy efficiency standards as needed.

Two Cyber Scammers Arrested; Police Uncover Transactions of ₹60 crore in Bank Accounts

 

Two cyber fraudsters were detained last week on Friday in Gujarat for allegedly being involved in a scheme that defrauded college students of lakhs of dollars by persuading them to like YouTube videos. Authorities investigated their bank records and discovered transactions of 60 crore in the previous three months. 

Rupesh Thakkar, 33, and Pankaj Od, 34, both natives of Gujarat's Gandhinagar district, were detained. They were traced as part of the investigation into a case filed by a 19-year-old student who was conned of $2.5 lakh in October of this year after taking up a part-time job that required liking YouTube videos.

The then-unknown offenders were charged under Indian Penal Code sections 419 (cheating by personation), 420 (cheating and dishonesty), 467 (forgery), 468 (forgery for the purpose of cheating), and 471 (using forged papers as genuine). 

"We determined where the accused were stationed through a technical investigation that involved tracing the accounts to which the complainant had made the payments. We arrested them early this week with the help of Gujarat police," said a Matunga police officer. 

The police have also seized several bank documents, including credit cards, debit cards, and cheque books, as well as devices, including six mobile phones and 28 SIM cards, from the two guys. They also discovered rubber stamps used to certify falsified documents shared with the accused's victims. 

"Analysis of their transaction history revealed that the two men have made 60 crore transactions in the last few months. However, the accounts we could link to only had 1.1 crore, which we froze," the officer explained. He went on to say that the remainder of the funds had already been transferred to other accounts that were also under investigation. 

Police believe that by thoroughly examining the accounts of the two accused, they will be able to solve several more incidents of cyber fraud. Both of the arrested suspects are currently in police custody.

Hackers Breach Steam Discord Accounts, Launch Malware


On Christmas Day, the popular indie strategy game Slay the Spire's fan expansion, Downfall, was compromised, allowing Epsilon information stealer malware to be distributed over the Steam update system.

Developer Michael Mayhem revealed that the corrupted package is not a mod installed through Steam Workshop, but rather the packed standalone modified version of the original game.

Hackers breached Discord

The hackers took over the Discord and Steam accounts of one of the Downfall devs, giving them access to the mod's Steam account.

Once installed on a compromised system, the malware will gather information from Steam and Discord as well as cookies, saved passwords, and credit card numbers from web browsers (Yandex, Microsoft Edge, Mozilla Firefox, Brave, and Vivaldi).

Additionally, it will search for documents with the phrase "password" in the filenames and for additional credentials, such as Telegram and the local Windows login.

It is recommended that users of Downfall change all significant passwords, particularly those associated with accounts that are not secured by Two-factor authentication ( (2-factor authentification).

The virus would install itself, according to users who received the malicious update, as UnityLibManager in the /AppData/Roaming folder or as a Windows Boot Manager application in the AppData folder.

About Epsilon Stealer

Epsilon Stealer is a trojan that steals information and sells it to other threat actors using Telegram and Discord. It is frequently used to deceive players on Discord into downloading malware under the pretence of paying to test a new game for problems. 

But once the game is installed, malicious software is also launched, allowing it to operate in the background and harvest credit card numbers, passwords, and authentication cookies from users.

Threat actors could sell the stolen data on dark web markets or utilize it to hack other accounts.

Steam strengthens security

Game developers who deploy updates on Steam's usual release branch now need to submit to SMS-based security checks, according to a statement made by Valve in October.

The decision was made in reaction to the growing number of compromised Steamworks accounts that, beginning in late August, were being used to submit dangerous game builds that would infect players with malware.


A Crucial Update from EPFO Regarding Your PF Account

 

The Employees' Provident Fund Organization (EPFO), responsible for managing deductions from the salaries of employees, has issued a warning to its 6.5 crore members concerning the escalating threat of cybercrime.

EPFO has observed a notable increase in fraudulent activities associated with Provident Fund (PF) accounts. Scammers, posing as EPFO officials through calls and messages, are deceiving individuals into divulging sensitive personal information, making them vulnerable to various forms of fraud.

In response to this growing concern, EPFO is urging its members to exercise heightened vigilance. EPFO holds a pivotal role in overseeing the Retirement Fund for employees, wherein both employers and staff contribute. Employees witness a 12% deduction from their base pay under the EPF account, a contribution matched by the employer. This monthly deposit accumulates an annual interest rate of 8.1 percent, with the amassed funds being disbursed to workers upon reaching retirement age.

Cautionary Measures for Suspicious Communications

EPFO is cautioning its members against responding to dubious calls or messages purporting to be from the organization. It explicitly states that it never solicits information such as Aadhaar card details, PAN numbers, Universal Account Numbers (UAN), or passwords. 

Members are strongly advised against sharing personal details, account numbers, or One-Time Passwords (OTPs). Additionally, they are warned against forwarding such content on social media platforms like WhatsApp.

In a noteworthy development, the EPFO has revised the interest rate for PF accounts, reducing it from 8.5 percent to 8.1 percent. This adjustment marks the lowest interest rate in four decades. The last instance of such a low interest rate was recorded in the fiscal year 1977-1978 when it stood at 8%.

DragonForce Ransomware Gang Prompts Ohio Lottery to Shut Down


On 25 December 2023, the Ohio Lottery faced a major cyberattack, as a result, they had to shut down some crucial systems related to the undisclosed internal application. 

The threat actors behind the breach are the DragonForce ransomware group. 

While the investigation in regards to the breach is ongoing, the company confirms to its customers that its gaming systems are fully functional. The gaming system is still operational, although some services have suffered. At Super Retailers, prize cashing above $599 and mobile cashing are temporarily unavailable. 

The winning numbers for the KENO, Lucky One, and EZPLAY Progressive Jackpots can be found at any Ohio Lottery Retailer; they are unavailable on the internet or mobile app.

In its press release, the lottery states: "On December 24, 2023, the Ohio Lottery experienced a cybersecurity incident impacting some of its internal applications and immediately began work to mitigate the issue. The state's internal investigation is ongoing. We apologize for the inconvenience and are working as quickly as possible to restore all services."

What must the Customers do?

The company has requested customers to check the Ohio Lottery website and mobile app for winning numbers at this time.  WKYC informs that prizes up to $599 can be claimed at any Ohio Lottery Retailer, while prizes over $600 need to be sent by mail to the Ohio Lottery Central Office or using the online claim form. 

Ransomware Gang Claims Responsibility

While Ohio Lottery did not confirm who was behind the cyberattack, a ransomware group called DragonForce claimed responsibility. 

According to a report by BleepingComputer, the threat group claims that they have encrypted devices and accessed sensitive data like Social Security Numbers and the date of birth of affected customers. 

According to the DragonForce gang, over 3,000,000 lottery customers' names, addresses, emails, winning amounts, Social Security numbers, and dates of birth are among the data that have been hacked. The weight of the released data—more than 600 gigabytes—raises questions regarding the scope of the hack. 

DragonForce: A New Competitor in the Ransomware Arena

Despite being a relatively young ransomware gang, the DragonForce gang's methods and data leak website suggest a rather experienced extortion organization. As law enforcement steps up their efforts to combat ransomware activities, new organizations like DragonForce are coming into action, which raises the issue of rebranding within the threat landscape. 

In a similar case, the official Facebook page of the Philippines lottery system was recently hacked by anonymous hackers. The witnesses reported that threat actors were apparently spamming the website page with nude photos. This prompted the Philippine Charity Sweepstakes Office (PSCO) to shut down the page for the time being, during which the Cybercrime Investigation and Coordinating Center (CICC) will conduct its investigation.

US Senators Targeted by Swatting Incidents in Multiple States

 

A recent surge of "swatting" incidents across America, primarily targeting Republican politicians, has perplexed police agencies and put victims in risk this holiday season, driving lawmakers to demand for stricter anti-swatting laws and harsher penalties.

Swatting entails filing a false complaint to a law enforcement agency, frequently alleging that a violent crime or hostage incident is taking place at the intended victim's home. A heavily armed SWAT team will typically arrive at the unwary victim's home and barge through the door, pistols drawn. Sometimes the outcome is deadly. 

Republicans including Rep. Marjorie Taylor Greene of Georgia, Sen. Rick Scott of Florida, and Ohio Attorney General Dave Yost were targeted by swatting attacks last month. Democrats have not been spared either; on Christmas Day, Boston Mayor Michelle Wu took a blow to the face. The Atlanta Journal-Constitution reports that a number of Georgian officials, including the lieutenant governor and at least four state senators, claimed to have been swatted in the past few days.

Greene even reported on X (formerly Twitter) that on December 28, efforts to swatte her two daughters' homes occurred. Greene wrote on Christmas Day that she had received about eight personal swatts. 

Kevin Kolbye, a former FBI assistant special agent who investigated swatting crimes, estimates that there are 1,000 swatting events in the US per year. In a 2017 interview, Kolbye—who passed away in October—told Business Insider that swatters frequently pose as someone else and use fictitious phone numbers, making them hard to track down. 

Kolbye claimed that because police are compelled to act quickly in response to reported crimes, they frequently fail to differentiate between an actual emergency and a swatting call in the heat of the moment. 

In order to combat swatting attacks across the country, the FBI announced in June the creation of a new national internet database that will allow hundreds of police departments and law enforcement organisations to share information about swatting instances. 

According to The Associated Press, states such as Ohio and Virginia have recently strengthened their anti-swatting legislation. Ohio made swatting a felony this year, and Virginia increased the maximum term for swatting to 12 months in jail. Clint Dixon, a Georgia state senator, said in a statement that he plans to file legislation in 2024 to impose stronger punishments for false reporting and misuse of police forces. 

"This issue goes beyond politics — it's about public safety and preserving the integrity of our institutions," Dixon stated. "We will not stand for these threats of violence and intimidation. Those involved in swatting must be held accountable under the full extent of the law.”
